Kennedy Children's Center (KCC) is on the front lines of a crisis affecting more than 13,000 young children with special needs in New York City. In spite of increasing demand for 4410 preschool services, NYSED's outdated and insufficient funding model threatens the survival of agencies like ours - and threatens the futures of the young children who rely on us. The policy brief below offers recommendations for how KCC and our partners can work together to invest in our students and teachers.
